It appears that characters still get full experience while soul gem is in inventory.

Are you sure it isn't a proxy "looking glass" bound to someone's phylactory?

Nah, Xillie, it's a glitch. It starts happening when the server hasn't been reseted for too long and morons like myself keep getting killed. It has to do with the DB not updating correctly because of lag. I had this issue the other day.
